Workers in bright uniforms moved between vehicles and traffic cones, while rescue and support vehicles waited nearby.  I did not know exactly what the event was.  But the scene itself was enough to catch my attention.  Everything seemed carefully arranged the cones, the vehicles, the people, and the spaces between them.  It looked almost ordinary at first.  Yet the purpose behind it felt different.  These were preparations for situations that, hopefully, would never need to happen for real.  Perhaps that is what makes scenes like this interesting.  Most emergency work happens before the emergency itself through practice, preparation, and people quietly learning what to do when something goes wrong.  For a short while, the port became a place of rehearsal for the unexpected.
